The Children's Media Policy Council, which includes the Parent-Teacher Association and the American Acadamy of Pediatrics, among other associations, petitioned the FCC Thursday to amend the V-Chip Rule so that it INCLUDES COMMERCIALS!Clap
 
I say it's about time! The Advertises don't seem to care who is watching their advertisments for products such as "ED Pills"(Viagra, Cialis, ect.) and other products such as K-Y Jelly, as these ads are frequently shown during times when children are watching Television. (Including during Children's Programs such as Dora the Explorer & Sponge Bob Square Pants!)Angry

I doubt it would block that annoying Green Lizard (or his two "Companions") or that obnoxious Loudmouth pitching stuff like Mighty Putty and the like. But it would let Parants BLOCK Adult Product Ads such as ED Pills, and that IS a step in the right direction!Thumbs%20Up

I do agree boner pills and sex lube have no place on children's shows I just don't see how they're gonna be able to pull this one off.

It definitely is a good idea, but I wonder how it's gonna work. Can they make a way to block the ad without blocking the whole program? How would the cable box or satellite know what commercial is playing so it can block it? Also, what would be shown on the screen instead of the ad?

Really though, I'm PRAYING this proposal will pass. I'm sure many of you have Children, and I cannot wonder how many parents CRINGE when they see a program their Kids are watching go to a Commercial Break, not knowing what the advertisers will toss at them next. I feel this is going to be a TOOTH AND NAIL FIGHT!Angry The Advertisers have already let it known they are against this. If it passes I'm certain it will be challenged on "Constitutional Rights", which will probably go all the way to the US Supreme Court. (Why the V-Chip Law hasn't been challenged by now is beyond me, but considering all the Hypocracy we have in Society Today what can you say?)Confused

The V-Chip works ONLY FOR THOSE WHO DECIDE TO USE IT. If someone doesn't desire to Block Programming it is simply "Business as Usual" when watching TV.
 
For those of you in Rio Linda, the V Chip works like this.
 
Since 1996 all TV Programming is given a rating that ranks from TV-Y (Children's Programming) to TV-MA "Mature Audiences". There are several steps in-between, I believe they are TV-Y, TV-Y7 TV-G TV-PG TV-14 and TV MA. To activate the Chip a Parent would set a TV to the Highest level they desire their Children to watch. For Example if a Parent didn't want their Child(ren) to watch TV-14 and Higher Rated Programs, they would set the TV to TV-PG and if someone tried to watch a Higher-Rated Program they would get Silence and "The Blue Screen of Death". (The Parent/Guardian still has the option to overide, using a Password they'd set.) The V-Chip Rule was enacted by President Clinton to appease Parental Groups who demanded that parents should be able to control what their children watch. Problem solved, right?
 
 WRONG! The very same year President Clinton signed ANOTHER Bill into Law, one that allowed Pharmacutical Companies to air Commercials for Prescription Drugs on TV. It wasnt long before we started to see Ads descripting Pills for various Bodily Functions. Then in 1998 a New Prescription became available, a little blue pill with the name Viagra. Two more Pills made by differant Companies joined this one, and the World was introduced to them on Super Bowl Sunday in 2004. (This was overshadowed by that famous "Wardrobe Malfunction" of course) Since then ads for these Pills are aired at all hours of the day, including during Children's programs! As it stands now there is no way for anyone not wanting to have their children see these ads to do so, which is why these Children's Advocacy Groups want to see the V-Chip Rule amended to include not only the Programming, but the Commercials as well. It's not saying to a Company "You cannot show this Commercial", they'll still be able to do that, except those who desire NOT to see these ads, (Especially those with Children), will now be able to do so.

Any law requiring the V-Chip to be triggered on offensive commercials would also very likely have nasty DRM provisions tacked onto it.  Broadcasters and cable companies would very much like to have all DVRs like TIVO and PCs with tuner cards under their complete control.    Want to skip a commercial? Well unless the broadcaster has the flag set to enable fast forward/rewind you won't be able to.    Want to watch that TV episode you recorded a month ago?  You can't because the broadcaster sent a flag requiring the device to delete it after 7 days.  Want to enjoy the freedoms you once had and hack the device to bypass these restrictions, or perhaps simply get it to work with linux?  That is now a felony punishable by a multi year federal jail sentence.

Do advertisers have a say in what channels or programs their commercials are aired? I know that with PSA's, they usually have to take whatever air time they can get, but you'd think advertisers who are paying would want their ads to reach the target market, so they would buy time on programs the people they're trying to reach are actually watching. Why would the makers of products such as Viagra waste money advertising on children's programming?

Kids, schmids, I want one for myself. And not for ED pill commercials, for medical ads that bug me more than those ever could - depressing (and at the same time tiresome) three minute commercials for a medicine, sometimes more than one in the same break. I've complained about this before, but thanks to think-inside-the box demographics people, a single network can have almost nothing but those, and to add to the irritation, it's often a network that specializes in light programming, like GSN. One moment you hear Gene Rayburn making one of his innuendoes in a MatchGame rerun, the next moment it's "Here's a message for people suffering from..." 

And then there's my favorite example of TV that's usually "held to a different standard" from the rest - the news. A given news show's advertising beats any ED pill or cop show commercial when it comes to trying grab you with sex and violence.

I'm NOT for this one~and I've waited forever to say anything about it.
I'm thinking, no matter what we may believe, you COULD be getting a bit too close to a violation of the First Amendment, if I'm not mistaken. These advertisements are for medically accepted and FDA-approved solutions.
WHY do YOU think YOU can dictate when and where they show?!!!
THAT is plain and straight WRONG.
Screw the "religious-right"; forget making "v-chips" that protect our kids from other people's poor planning and make a profit from US because of something that could be conjoined (''righteous business' purposely built off of 'bad business decisions', on a handshake') - ever think of THAT?! Let me remind you...this IS the U.S. of A., where the stupid are legally separated from their money in any legal manner that can be dreamed up. The infamous "V-CHIP" is a f'n PERFECT example, for Chrissakes!!! WAKE UP! THIS is needless technology; if you want to argue that, please speak up; I'll be raping your pockets, your wallets, in NO TIME FLAT!!! I got ideas of what you need - and when I'm through with you, you WILL be happily be giving me YOUR money - I've got a use for itBig%20smile. If you don't think it happens all the time, you were sheltered as a child.
 
Get tanked at THE Network's Decisions to SHOW the ADS in the first place - they weren't forced!
Do not get mad at the ADVERTISEMENT!
And drag your kid away from the T.V. and be a REAL parent, in the meantime - especially if you do NOT like what you are seeing.
Worked for us (granted, our five (5) are grown and on their own)...and, should you not agree, let me ask we not lower ourselves to comparing our children...do NOT go there.

KBP, I do believe they have a choice.  At least they do for big-time events like the Super Bowl and the Olympics.  They pay a bloody fortune for those spots.  Also, there have been boycotts of shows in the past (mostly by religious groups) of certain shows, which groups threatened to boycott any products or companies who make products which are advertised during that targeted show. 

So, yes, they do have a choice.

It makes sense that they have a choice.  For instance, it's no coincidence that daytime TV commercials are generally geared to women and people out of work.  Note the amount of cleaning product ads, career college ads, and disability lawsuit ads.
 
And I don't know for sure, but I doubt you're gonna see Glade lady while watching a NASCAR event.
 
Also, when I watch something on Adult Swim or G4, I'm subjected to commercials for video games, trailers for movies starring Vin Diesel, and lots of 100 mph, epilepsy-inducing editing.  Apparently, its target is 14-21 y/o males.

I read up on it some more, I knew sort of how it worked and TV programs and commercials would have to agree (or be forced) to include a special signal in their program that the chip would recognize and block the signal or let it through. 

You put the signal in, you then pay us for letting you put the signal in or you don't broadcast.  Yeah, that works.  Well, that is how it is going to be my friends.  The government (FCC) still owns the airwaves around you.

You can tell the device you are a human being and it will simply let everything through.

I don't know how "tunable" it is to levels of acceptability.  "Now, Johnny, you can watch shows that are 1-3, but not 4 and 5!  Those are for mommy and daddy".

Say the device blocked a show or commercial - what would you see for say a 30 second commercial?  Static?  The chip will probably be too stupid to put up a still replacement screen by itself and certainly nothing that moves - it is too small to hold anything like that.  It would have to put out a video signal.  Static sounds good, cheap and easy. 

I came across so many stupid devices to disable your TV (say an old one with no V-chip).  These have to be cheap and easy for people to use.  The best head shaker for me was a keyed locking device to put on the end of the power cord to keep the TV from being plugged in - for about $15.

Some programs are already immune from even including the signal, but that will likely change.  Sports shows for example.  There ain't enough sex and violence there, so it is okay.  But, if the half time show is the only place you can get your T&A, that'll have to do. 

Soon the government will realize that Disney and ESPN ain't paying enough and they can get more money by forcing them to include the signal and pay for it even to broadcast a marble tournament.  Nobody will be immune for long if it means $$$.

I thought... my parents never did dreamed about anything like this, and I just got my kids grown and things like this were not available or even conceived.  But then I thought it is not the parents or kids that have changed so much (well some I guess), it is broadcasting that has changed even more in a way that I would be embarrassed for my child to see some of the crap on TV, and I am a pretty open minded person on some things.

They will have to put the signal in COPS and then they will realize that they also have to put the signal in every commercial about COPS - not just the show.  Holy crap!  We may be done with commercials (sorry Nathan).

My kids would say "What is ED?  What is KY?  Why is her butt square like that?" and then I would have to think of something clever to say.

Granted, you still have to be a responsible parent and raise smart kids and not rely on other people, technology or even some device to raise good kids.  Is it really about "protecting" the kids or just another way to get money out of something most households in America uses every day.
