You may need to make a certain number of posts (10, I think) before you get full privileges. I forget which privileges (signature might be one), but the Forum Administrator's intent is to prevent spamming.

I guess, in the case of a signature, a spammer could sign up and include a link to some other website in their signature. That's just a guess, though. I joined prior to any such rules existing.

Thank you for the advice. Yeah, I read the rules. I assumed everyone's posts had to be approved, so I thought, "hey, they are approving posts, but just skipping over mine." 
I did try to figure out how to send a direct message, just didn't occur to me to click on the envelope icon.
I admit, I have not been very active on this site, mostly that is just my nature, the quiet type. Plus, it can be a little intimidating posting when you are new.

Have you checked the forum rules? Now, it's been awhile since *I* have, but I believe there is a 'screening period'. Something like the first 10 posts, while you have had 6 over the course of the last 3 years. What I CAN suggest would be to send 'forumadmin' a message, which you can do by clicking where you see in the upper-left, a little envelope and (probably) '0 New Messages' (click on that) and go from there. 
If that seems too much, you can get the attention of the forumadmin by reporting your post.

Postimage.org is easiest, as you don't have to register with the site.  You select a size, click on "Choose Images", upload, select format (Hotlink for Forums), and drop into your CIH reply box.

Go to a site like Photobucket or I prefer Postimage.
 
You can download an image from your device and then post it here on this or any forum.

There've been a few (very few) cases in which some rep joined up to respond to things.  One, as I recall, involved the Forum Admin who'd been having a problem with a furniture store.
 
I also recall some rep from some public television channel coming here to respond to something.

Thanks.  I guess I'll just have to pad my post count, then.  For all its faults, Firefox has worked pretty well for me lo these many years, and I'm comfortable with it almost all the time.
I still humbly submit that PMs to admins should be allowed immediately - in this case it wasn't a bad thing to air the issues out in public, because others may benefit.
Didn't know you had secret rooms.  Not surprised, though; they come in handy.
Honestly, I've been wondering how much time I care to spend ranting about commercials - I could write a book on them, probably with some entertainment value, but would it change anything?  I'd like to think some of the fools who create that crap would read here, or similar places (if there are any) and mend their ways, but ... I doubt it.

Did something happen with your "Brad" post?  I looked at it.  It seems intact.  Besides, there've been way more violent posts here.  The Admin is pretty much hands-off these days.
 
Re your PM problem---I dunno.  It's been so many years since I was new here, and the board has undergone a few changes...so I don't know what the problem is.  If you can't PM using Firefox but can with Google, I'd guess that's the problem.  I remember once switching browsers, and a lot of little quirks I'd been having here cleared up.
 
Re your avatar---I think it's a certain number of posts before your avatar appears.  I think Nathan (the forum admin) just wants to ensure you're not here to spam.

My only issue with the board is that I randomly can't post, even though I am logged in.
Something about cookies, I think?
 
I refresh the page and no problems.   (It's probably my Internet Explorer, and not the board.)
Lately, I've noticed it does not render pages the same way as Chrome - at least with regards to dropdown boxes.  I have no idea what's wrong with it.   And pretty much don't care either.)

ron, I tried that too.  Just looked at your profile, in fact.  The only button I can push there takes me to posts you made.  No other actionable button.  No mention of PMs.  It's entirely possible that this is a Firefox issue.  It used to work just fine on my bank's web page.  Thanks to recent downgrades, not anymore.  It's a pain in the ass to use Chrome, which I don't like, to see my bank statement, and even then it's only partly functional.
Thanks for the link to the admin, and being a good sport.  I don't think I'll use it, though; it's not life and death or anything.  Still hate commercials, though.

I don't see ad banners at the top of the page.  I never see ad banners on any page.  I do see "Please help the CIH Forums by disabling AdBlock Plus on this page."
Not going to happen.  Did I mention that I hate commercials?
Looking into the settings of Adblock Plus (never had to before now), I see that allowing some ads is a possibility, but I don't know how to use the feature, and I wouldn't anyway, not if being able to PM is tied to having to see ads.  Even if the ads are inoffensive, I disagree with the principle.
I just tried viewing the page with Chrome, and I do see a couple of ads, along with the disable AdBlock message, but still no "New Messages" or any indication that I even have an inbox.
But again, thank you for your time and sincere attempt to assist me.

On the left, below the ad banners near the top of the page, you'll see "0 New Messages".  Try clicking onto that.  That's how I get to the PM page.

AKA Ron:  Don't get all sensitive.  I didn't kick your dog, I pointed out an apparent deficiency in the software.  If I'm not "allowed" to post in any given section, I'm not aware of that fact, but that's not the point in any case.  I was talking about sending PMs, which have nothing to do with sections.  There are many things a person might want to address to an admin, but not in public.  It's more likely that a newcomer will have technical problems than will old-timers, so PMs should be a function available for use by every member immediately, to contact admins, if not other members.  And you didn't address anything I brought up, but thanks anyway.  By the way, it's "posts", not "post's".  There is no word in the English language for which the plural is formed by using an apostrophe.  You're welcome.

Thor: Thank you.  Today I'm using Firefox and the avatar shows just fine.   There's been an upgrade since yesterday, so maybe that resolved the problem.  Avatars present or not isn't a dealbreaker for me, so ...
I can't see a button to send a PM regardless of browser.  Don't see it when I bring up a member's profile, either.  I'm not here to spam.  I'm an admin at a forum that was going strong for around 15 years, had 2500 users onboard simultaneously not too long ago, although when it comes to posting it's kind of dead today (it deals with a topic that's kind of passe today, unlike commercials, which unfortunately endure like cancer).  So I fully understand selective enforcement of rules.  I just thought it better to get clarification from the getgo than to presume future toleration of my own posting style, which is definitely no holds barred.
